Village 21 is a scaled-up, co-located version of the Kids Under Cover Studio Program and has been funded by a one-off grant from the Victorian State Government. It supports at-risk young people aged 18-21 and is an accommodation and support program based around a village concept. Delivered in partnership with Anglicare, six young people and two professional mentors can reside on site with regular visits by Anglicare Victoria staff with expertise in employment and study pathways. Village 21 also supports communal activities such as cooking, maintaining shared gardens and learning life skills.

The six dwellings that make up Village 21 were constructed completely off site and included two one-bedroom studios and three two-bedroom studios all with toilet and shower facilities. The sixth structure is a communal building with kitchen and laundry facilities and a meals/living area.
